She waited until orders were placed and the waiter was away before setting a small manila folder down in front of Togusa. inside of the folder were a set of photos. She didn't bother to mention that they should be looked at circumspectly, as she imagined that that was obvious in its own right.

One of the pictures was of a ribbon-cutting ceremony in front of the Two Towers, pictures of the first Founder's day (back when there was only one founder known to the city), pictures of housing developments going up in Viea Village, and most importantly, there appears to be undercover photos of the development of the Retrospec building. These photos may be a bit obscure since they're probably taken from the bushes and what have you, but it's clear that the project was being done in the evening and bit by bit. Strangely, there is no construction equipment found in these photos, just the progress to get to the Retrospec building as it appears today.
