It's the spot he usually takes Daisuke to, Togusa has been trying to have all of these 'super secret meetings' in his usual spots, so it's harder for Retrospec to tell what is something important, and what is just catching up with a friend. Because this is a little of both, right?
As it turns out, Togusa has some information for Dante, too, but for right now, it just looks like a casual walk with his dog.
