[To say Dante's stunned wouldn't be too much of an understatement. He's wholly, thoroughly shocked by Togusa's words, both their meaning and by how simply it's written.
As if it's some obvious fact that someone would care about him. That someone would care about him less than three months after they first started talking, in a strangely comfortable way that's different than how comfortable he feels around Prompto or Ari or Vera...?
And why does that make him feel something in his heart?]

[A physical note is delivered to the desk, addressed to Officer Togusa's desk at the police department. The outside of the note says that it is from Chloe Bouchard. If and when he opens it, he will find a coded message within.
The code is found in the 'date' of the message, which isn't correct, but if he checks the substitution cipher using the three numbers repeatedly, the message is short and to the point.]
Officer,
I would like to meet at your convenience. It is not time-sensitive, but I have something interesting you will wish to see. Please respond to me using a physical letter to set a date, time and place.

[Her address was correctly labeled on the outside envelope.]
Oh, the spy stuff is getting more intense, but also more fun. It takes Togusa a few minutes, intensely bent over the letter and decoding, before he gets it. He smiles in appreciation before he sends something back.

Tomorrow, 12:00, Ushiro Ramen, near the center of town.
Togusa
It looks casual, like any other day, for Togusa to just be hopping out to one of his favorite lunch spots. Especially after Tim's idea of what was 'subtle,' Togusa's strategy is to keep these meetings at places where he goes all the time. It looks too suspicious for him to be popping into a church. But to go to a ramen shop where the owner recognizes him (and appreciates having a uniformed cop eating there a lot?)
Of course he can't be up to anything suspicious. Just meeting a friend for lunch. Honest.
[It was exactly what she would have suggested. And for the meeting, she was simply dressed in a dress without any frills or surprises to it, something that would not cause anyone to notice her differently than anyone else. They could play the cloak and dagger game sensibly in the end.
When she saw him, she nodded in the officer's direction and made her way over to him, smiling quietly.]
Togusa smiles and raises a hand as she approaches. "Of course. More people need to try this place." He grabs the complementary pot of tea, turns both their cups over, and pours for the both of them. "And I need to see people after spending a week on my couch."
"I'm way better, now, though, thanks to you and everyone for the concern." He'll wait for Chloe to broach the real topic of why she asked to meet up.
"I am glad to hear it, Officer. We've had a lot on our plates, lately, so I am always glad to see you are ok." She waited until orders were placed and the waiter was away before setting a small manila folder down in front of Togusa. inside of the folder were a set of photos. She didn't bother to mention that they should be looked at circumspectly, as she imagined that that was obvious in its own right.
One of the pictures was of a ribbon-cutting ceremony in front of the Two Towers, pictures of the first Founder's day (back when there was only one founder known to the city), pictures of housing developments going up in Viea Village, and most importantly, there appears to be undercover photos of the development of the Retrospec building. These photos may be a bit obscure since they're probably taken from the bushes and what have you, but it's clear that the project was being done in the evening and bit by bit. Strangely, there is no construction equipment found in these photos, just the progress to get to the Retrospec building as it appears today.
Togusa is cautious about looking into the folder. He is able to temper his reaction, but his mind is absolutely racing. What the hell? What on earth could this mean? He is utterly staring at the photo of the construction of the Retrospec building for a few seconds, before he flips the folder closed again.
He reaches for his tea, as if nothing is the matter, raises it halfway to his lips, and speaks quietly. "Where did you get these? Because one of those photos, I would assume, is not physically possible."
She made sure that nobody was in earshot before speaking. "A small filing cabinet in the Recolle History Museum, in a basement archive. Someone helped me find it on its blueprint and I snuck in. The cabinet was labeled with special ink with the Retrospec logo," she explained, keeping her voice down and then taking a sip of her tea.
"Nobody was hurt... just so we're clear. We were very careful about that."
Togusa's eyebrows raise. The blueprint was for the History Museum the entire time. "And here I'd been considering a much more casual trip to the museum," Togusa quips.
He runs a hand over his face and quietly mutters, "Fucking hell." But there's a more pressing question, "Why would there have been a chance of someone getting hurt in a History Museum?" Ugh. Retrospec. "Outside of the damn subway, it doesn't make sense for this to be dangerous."
Well, she'd had two blueprints. The complete one had been the museum. She chuckled a little at his quip. "I'm sure there's an exhibit there that's worth seeing." An amused look reached her face and she shrugged. "There really wasn't a chance, unless someone caught us breaking in, which they didn't. It was a secured archive after all, and we weren't supposed to be there."
Made sense to her, at the very least. "But, what do you make of the photos? It feels strange, especially since I've heard talk of ghosts, that there seems to be some connection to Retrospec a long time ago."
