"But again, we don't actually see any construction equipment. It is like it just came into being, decades ago. Almost like it's coming back into being."

"This is...problematic." Togusa has to think about how he wants to put this. "Because we still can't figure out the pattern of who can and who cant see that building. We finally got a stakeout of it, took both physical photos," Togusa nods towards the folder, "and digital ones, and the building showed up just fine, both forms of media."

"But. After a successful hack of the area's traffic cameras? The CCTV? You look at that block, and through that? It's an empty lot."
