Mainly by imagining it in images. A small, grateful smile makes its way up on Koutarou's face as he tucks some hair behind an ear. "Thank you, Hitori." He's not sure the words are completely comforting, but that Togusa is trying matters.
The part inside Tim thirsting for greatness is screaming about perpetual involvement. The part of Tim trying to look as calm and uninterested as possible is trying its best to keep him that way.
His eyes drop down to the envelope again. Even if Tim was too paranoid to wait, Togusa held up that end of the deal despite the results being nothing. Just a little, Tim smiles, boyish.
"I could," he admits. "But Retrospec isn't going to stop being shady. It's innocent now; next time, it might not be. In the future, it might be worse, more dangerous. I want to stop that from happening." And he wants the personal recognition. "If you give me a legal shield," and an arm into police intel, he thinks, "I'll give you my skill set when you need it."
Togusa has to weigh Tim's words carefully. He's focused on Retrospec. Like with some of his colleagues, this is more about 'catch the bad guy' than 'protect the people.' More. But not completely. That urge is still in there. And Togusa can work with that.
"I don't have the authority to bring you on formally. But you have a deal. And, let's keep in mind that a 'legal shield' as you put it can protect you from any consequences related to Retrospec only." Just in case you get smart.
"But all right." This is Togusa's best bet. Deep down he knows this is a bad sign, but maybe he's found another person like Shirogane, someone else with a lot of skill who just needs a push in the right direction.
The reassuring smile he gives Tim seems to say he understands, but really it means he will just think of workable ways to call some of what he does Retrospec Business. "I'd rather not be formally linked with the police.
"Not that you guys are bad, and not that I'm bad. I think it's just easier for everyone involved if I'm ghost." And not leaving a linking trail. "Thanks for your help, by the way," he says, reaching out to brush the envelope as indication before bringing it toward himself. He doesn't pick it up and put it away; leaves it tucked neatly at the edge of the table.
"I'm in the Lincoln building at the university. My dorm, I mean. If you need to find me."
"You're welcome. It wasn't really any trouble." Well, Tim probably knows how much trouble it was, and Togusa went to as much trouble as was safe to.
Togusa blinks in surprise, that Tim would be willing to give up that kind of information, but he nods. "In case of it, thank you. I live not far from the University, if you'd prefer to keep these meetings in person, and," a small smile, "outside of the Department."
Togusa finishes his drink and stands up. "I'll keep you in the loop if anything changes." But they need to think carefully before they make another play at Retrospec.

I've just received this app, but Jim has already send me a pictures of myself at the store and by the bus stop. So far, nothing of me at home or work, but surely there is enough evidence to press charges.

With the information that we have currently, a formal investigation has not been opened into Retrospec, because we have not enough evidence to provide to the Chief or other ranking officers in the RPD. But if enough citizen complaints come in? Especially with these questionable photographs popping up? We may be able to get some traction.
You may also want to contact Detective Noah Gabranth and Detective Bigby Wolf. They are the higher-rank officers who have been dragged into this, so far. But, since we just got a new group of users, I am also seeing if we've lucked into getting any more officers on the app.
Begin with the privacy complaint. I can tell you the other issues that Retrospec has begun causing, but you may wish to leave them out of your report, because, as I said, they are difficult to prove.

Then come to me and let me know what happens. I recommend printing out anything you can from your phone, or the photos. You'll find that if you try to show anyone else the application directly, they won't see that anything is wrong.

Even the department is compromised. But it's not a person. It has to be technology. What do you have in that room besides each other and your own tech? This all reads too much like a concealed threat. "We're watching you," a la 1984.
It's the 'our own tech' part that I think you have the right track on. We do have our own internal cameras throughout the building. Is it really a threat, though? What could they possibly not want us doing? They haven't stopped us from waltzing into their own damn building any time we please. It's more of an attempt to make us feel more trapped. 'Yes, we see what you're doing, and we don't care.' Jim's on an ego trip.
It isn't a "you should stay away" or even a "you're doing something bad." It's showing us that they have complete control. Of our lives! Our private, personal lives. We can't hide anything, and showing us the pictures is a way to prove it.
[Togusa hesitates, and then mentally kicks himself for not picking up on it sooner. This has actually gotten to Tim, the guy who usually prefers to keep his cards closer to his chest, and throws in a little cloak-and-dagger in his day-to-day out of- what? So far, Togusa has just chalked it up to old-fashioned paranoia.
But, no, he does it for an illusion of control. Which this latest change has just shattered. So. Okay. Fix it.]
They can play all the games they like with memories and deliveries, and it doesn't change who you and I are. It doesn't.
They want you to think they have control so that you'll stop trying. They did this to throw you off your stride. You and Yoon-sung, and everybody else who is actually trying to fix this mess instead of sit and placidly accept it.
